Tier 2 solar & your liability coverage

Florida's net-metering rule (Florida Administrative Code Rule 25-6.065) sorts customer-owned renewable systems by size: Tier 1 up to 10 kW, Tier 2 above 10 kW up to 100 kW, and Tier 3 above 100 kW up to 2 MW.

Under that rule, a utility may require Tier 2 customers to carry general liability insurance for personal and property damage of up to $1 million. Tier 1 customers generally can't be required to carry it. The exact wording is in your utility's interconnection agreement.

What to do

  1. Check your system size. Over 10 kW is usually Tier 2.
  2. Find the insurance section of your interconnection agreement.
  3. Gather your installer's license copy and certificate of insurance.
  4. Request a quote. A licensed agent will follow up with options and help you get proof of coverage for your utility.

Why not just my homeowners policy?

Some homeowners policies don't carry enough liability, or the utility wants proof that matches its agreement. A standalone solar liability policy keeps your home policy as it is.

General information only. Confirm current requirements with your utility and the Florida PSC rule text.
